Car hit & ran over bicycle (bike was locked to the street sign) at 5515 College Ave. the owner of the car remained parked on the bike tire and left the scene. The vehicle is a silver ford focus station wagon with the license plate 5FAY169. Would like to file a police report to claim damages.
