    Maury Circle at 23rd (Naval Observatory exit) doesn't need continuously timed traffic light. Same as US Institute of Peace 1 block down on 23rd. Just make them activated by guards as needed for their exiting traffic. Otherwise the signals just cycle for no reason slowing 23rd street traffic unnecessarily. Thanks.

    Traffic leaving Washington circle onto south-bound 23rd St NW is inappropriately held by red arrow while pedestrian traffic is held to allow traffic to enter circle from north-bound 23rd. This results in cars running right red arrow to turn as it makes intuitive sense to do so with no pedestrian traffic across 23rd. See picture, also note illegal turn by gray SUV (very common).

    Cars routinely turn against red arrow neatly killing pedestrians. This has been a problem since circle repair. In reality, traffic should be able to turn onto 23rd south after receiving green light at Pennsylvania Ave on west side of circle, but though allowed through 23rd to continue around circle or Penn east bound, not allowed to make right onto 23rd south. This also almost causes rear endings in traffic. Best case is to re time traffic signals to allow right turn onto 23rd once traffic gets to it from stop light in circle that allows east bound Penn in.

    Homeless gentleman living on sidewalk for 3 weeks, much urine and feces around him with smell. It was tolerable until it became a public health issue. He needs assistance and shelter maybe medical care.
