    I was contacted by a neighbor who does not want to be identified that owners have a German Shepherd that is chained and is not cared for properly. The neighbors have spoken to the owners but no change. I will be happy to try and help provide a kennel, house and food but would like a MBAW welfare check first to ensure these are responsible owners. Neighbors indicate the owners are not open to help and say they can do whatever they want with their dog.
