Old neighbor

Commercial vehicle parked on residential street during hours that according to the ordinance is illegal to park. Truck is partially blocking my driveway and impide street cleaning and my garbage collection. Owner seems to live out of town. He parks the truck overnight on evenings and weekends all day. He drives from his town in the morning on a normal vehicle, parks on the street and takes the truck. Comes back in the evenings, parks the truck on the residential street and leaves in his personal vehicle. Like this is his personal parking. Tired of people from other towns to come trash/ do whatever in our city and nothing happen. If I were the one to park a truck in his town I would get a ticket right away.
