  • Homeless Encampment Acknowledged
800 Block Of W Grand Ave Oakland, California, 94607 - McClymonds
As encampments have been cleared in the area of West Street, including the cross street towards San Pablo, many have set up tents and built lean-to shelters on the sidewalk of the 800 block of West Grand Avenue. There are also vehicles parked in front as somewhat of a barrier. Garbage is accumulating and pedestrians, including local residents, are obliged to walk into either the bike lane or the right lane of westward traffic.

A brown 4-door Suburban with Wyoming plates has apparently been abandoned on Isabella Street behind the West Grand Lofts. Its windows are heavily tinted but it appears to have sleeping bags in the rear, however, there has been no sign of anyone either moving the vehicle or accessing its contents.

An abandoned Cadillac Biarritz has been just beside the Isabella driveway of West Grand Lofts for maybe 2-3 months. Its windows are open and the seats are in the reclining position. There has been no sign of anyone either living in or checking on the vehicle. Please have it towed, thank you.

This is to corroborate ticket #1100613 and to voice dismay that OPD cannot and will not do anything to remove the multiple hazards presented by the broken down white van partially visible behind the tree on the left. It has attracted multiple other vehicles for window washing and other "maintenance service" and which also are in disrepair. They park haphazardly blocking the bike lane and part of the westbound traffic lane. The occupants hang black garbage bags onto the fence and leave oil bottles, alcohol bottles, food containers and little plastic bags on the street and on the sidewalk, which is filthy. I've watched as garbage bags were shoved into the sewer drain.

This is a re-submission of #7963267, which was flagged and archived because, within the context of an accurate description of the vehicle, was a swear word. A beige 4-door Ford Taurus with no license plates on either front or back has been unattended or moved in almost 2-3 weeks. The only identifying markings on the vehicle are a sticker (with a swear word on it) and scrawled, on the front windshield: 20200131A0036. Assuming that this particular description offends no one's sensibilities, this vehicle should be, at the very least, checked out and, assuming that it has indeed been abandoned, removed. It has not even been tagged on street cleaning Thursdays.

This is is more than just a blockage of a sidewalk or any one of the menu pull-down items. A large and derelict off-white RV, with no license plates, has been parked on West Grand Avenue at the corner of West Street, for almost a month. In that time, the occupants "own" the sidewalk and have discarded mattresses, strewn garbage and there is human feces all over the sidewalk; it is filthy, disgusting and a health hazard. Until a day or so ago, the occupants had cordoned off the area as "private property" obliging passersby to walk in the street and anyone attempting to note details of the area, such as license plates, has been met with intimidation. There is/was a young pitbull chained outside of the RV. The RV's occupants vary and may include local hookers using the vehicle while a man, who may be the owner of the RV, comes and goes in an older-model metallic silver-blue van. Calls to OPD about the situation have not garnered a response.

A homeless man, known to local OPD, created a camp on Monday 5/6 that included 4-6 shopping carts and garbage originally dumped at the church on the corner of Isabella near Market. He labored for several hours bringing garbage, clothing, and mattresses across Isabella and created his camp against the back of the West Grand Lofts. Initially, he blocked our Isabella driveway but moved some of his mountain of mess to either side but the mattresses are still partially blocking the driveway. I spoke with dispatchers #6 and #8 on Tuesday 5/7 and Wednesday 5/8 and was told that the file was still pending. Yesterday York Prado, one of the WGL Board members, was told by OPD that they know the man and that he is harmless and would move if made to. The man is still in the area but his mess is still strewn on Isabella from the corner of West Grand Avenue, blocking our emergency exit, to the other side of our driveway. For some reason my images wouldn't attach but there are bags of garbage, cardboard, rotting food attracting vermin. This has been here for the full week and we are not hazmat-equipped to remove it without potential hazard to our residents. Please advise. Feel free to call 510 504 4511 if there are questions.
