Tree fallen across the pathway near the stream

I saw a sick raccoon standing on the pathway that runs betweem Cardinal Lane and Clemens Crossing Elem School at noon today (Saturday). It was not afraid of humans, moved very slowly, looked shaggy and thin and was out in broad daylight. I fear that it may have rabies. I backed up and walked back to the sidewalk. I tried to call animal control but got the brush off. Please be careful and warn your children.
