Lid broken off today when garbage was picked up

My cart was broken during collection 2.5 weeks ago. Instead of it being repaired, it was taken away. I need a new cart this week, as I'm paying for a service that I'm not receiving.

Food truck parks on this yard every afternoon/evening and sells food. They have picnic tables set up in the yard for people to stay and eat. Cones are placed in the street to add the patrons in their parking. This is a hazard to the cars that are driving on Reese Rd
