    We have a concern and not sure what is the best way to handle this. I've been trying to contact Animal Control and the line is constantly busy, so I am unable to get through to ask for assistance.

    At night, we have a adult racoon that has been acting very strangely. The animal thrashes around and spins in circles, chasing imaginary objects. It does boldly attempt to come in contact with us in our yard (we are trying to keep it away, not make contact), and I've been spraying it with our water hose. The water does not make contact with the animal so it does not hurt the raccoon, but it does frighten it away.

    Is this a sign that the raccon has rabies? If so, what can we do to get rid of it?

    Is there a reason why the Hammond garbage man would purposely take our garbage can and dump it in the garbage truck (but leave the lid)?? The lid was secured to the garbage can, and the video we have on this employee shows he removed the lid and took the entire garbage can and dumped it in the garbage truck.

    The garbage can was intact and fine to use, (no damage).

    Noone from Hammond contacted us to let us know if there was any problem with our garbage can, and that this employee would feel it is ok to take it without informing us as to why it was being taken.

    We paid good money for this can a few years ago, so with this being said, the city owes us a garbage can. That was uncalled for.

    Currently, construction on the coachhouse (in the back of the main building of this address), is halted, due to lack of city permits to do work on property.

    However, construction trash, including this toilet from the inside of the coachhouse, has been carelessly dumped across the grass, alley and other parts of the property (back yard).

    Cleanup needs to be done.

    Due to our blue recycling bin being completely full, we filled two large contractor's bags with additional recycling items, and placed them right next to our recycling bin (far apart from our garbage bin, to avoid confusion), however both bags were overlooked by the pickup recycling crew.

    Note: we always use these contractor bags for the extra recycling items, so we are not sure why this time, the crew decided to not pick these bags up. Kindly pick these two bags up, thank you.

    Continuing problem with unleashed dogs in their un-fenced yard. Problem has been existing for several years now, several court cases and written-up violations, yet these neighbors still let their dogs outside without a leash, running around carelessly, barking at us and crossing into our property threatening us as we attempt to walk in our house.

    Two people who live at this address had their dog outside again, (without a leash), running around in a non-fenced yard. The dog was barking at us, and approached us recklessly, (not in a friendly way), on our property at 16 Carroll Street.

    This is an ongoing Hammond case with this property with this owner, who is carelessly allowing their dogs to run around, without a leash nor a fenced-in-yard.

    To refresh everyone's memories, [who is/was involved with this property regarding code violations of different kinds (house, dogs, etc.)], last year, the Cane Corso attacked me on my property at 16 Carroll Street, with a documented video produced and presented to Hammond.

    The officer we talked to tonight said he is, also, documenting that this property's stairs/porch is in violation, as well, due to porch rotting and giving in, while walking on it.

    I document these wrong-way drivers as I catch them in the moment. I was unable to catch the license of this truck and the driver's description of today's incident: older model navy blue truck.

    Elite Auto Center is adding to this wrong-way driving problem. In too many instances, the employees are driving their cars down Carroll Street the wrong way from the alley. I, finally, have proof with a video of this same incident that occurred today, (see video added to this post).

    DETAILS: The employees are driving from the Carroll street alley (alley facing North, not the alley facing East/West) and heading towards Carroll Street: when they turn right from this alley onto Carroll Street, they are, essentially, driving down the wrong way on Carroll Street. This is blocking our right-of-way of driving, when we come from the stoplight at Hohman Avenue/Carroll Street.

    The worst part, is, that the Elite Auto Center drivers expect us (right-way) drivers to move for them, as they motion with their hands for us to move our cars, (which is infuriating since they are wrong to begin with). They, literally, stop and block Carroll Street, waiting for us drivers to move.

    They need to understand that they do not have the right-of-way and to drive around the block to enter their auto center the correct way, instead of being lazy.

    Time of incident: 10:15am, 9-4-2021

    As mentioned above, Carroll Street is a one-way street, (and has been for several years), yet cars are continually coming from Illinois, driving down this street the wrong way. They are, also, not observing the 4 stop signs at this 4-way stop corner of Carroll Street and State Road, and speeding through these stop signs, without stopping.

    Additionally, the "one way" sign at the East end of the block on State Road and Carroll Street serves no purpose in alerting these drivers, nor do these drivers even care to follow this signage.

    As shown in this photo, this particular car stopped in front of 20 Carroll Street, was smoking pot (yes, it was visibly seen) for a few minutes and just sat there parked the wrong way, then drove off, after waiting for other cars to drive by. Unfortunately, we were not able to get the plates on this car, but we have a video of the car driving down Carroll Street the wrong way and such. Video, as well as these pictures, has been retained for proof.

    This has been a continuing problem for years, and is now becoming more frequent because the police department does nothing about it. We never see any police officers patrolling this area on a regular basis, (especially this troublesome corner), nor ever stopping these drivers nor ticketing these drivers: nothing is being done to address this problem, at all.

    It is now a safety problem, as well, such as, we drive out of our Carroll Street home driveway where we cannot see cars driving down this street illegally. Not only are they driving down the street the wrong way, but they also refuse to stop at the stop sign designated at State Road and Carroll Street, and these reckless drivers are speeding through Carroll Street.

    Several times, (over the last few years as it becomes much more frequent), we have had to swerve out of the way of these drivers who do not stop at the stop sign, and avoid them hitting our cars as we pull out of our driveway or side street.

    These drivers are continually reckless, speeding down the street the wrong way, not stopping at the stop sign, and continually disobeying these legal and safety laws. This has got to stop now, before someone causes an accident or fatality. We will not be their victims because of someone else's lack of respect for the road laws.

    At the coach house in the back of 20 Carroll Street, there are many discarded large items that need to be picked up. Neighbor who used to live there has passed away in late 2020 and the landlord has been having people over to clean and fumigating that coach house (not professionals, just off-the-street people).

    Bedbug-ridden mattress (bring hazmats), shelves, bookends, all types of old furniture and much more. Please pick up ASAP as it has been sitting there for three weeks.
