    the alley behind the strip mall on the west side of 16th St. N. at 20th Ave. N to 21st. Ave. N. is in serious disrepair. There are 2 large potholes at the 21st. Ave N. entrance along with exposed pipe. There is another large pothole further south near the 20th Ave. N entrance to the alley. The alley is a T design. Each point on that T has a large pothole. There is a pothole at 17th St. N. alley entrance.

    The alley immediately behind the strip mall on the west side of 16th Street North between 20th Ave. N. and 21st Ave. N. and the alley joined to it [running east to west] behind 20th Ave. N. [on the North side] is in horrendous condition. There are large pot holes, crumbling asphalt, overgrown weeds running along center span, discarded furniture, overgrown hedges impeding driving. Some neighbors chose to throw their furniture out and just let others deal with it.

    during the fixing of the utility lines the alley was dug up...repeatedly. then the rains came...repeatedly. then the utility dug again...and then more rain. the alley is a mess. there are deep holes and when it rains it becomes muck. the entire alley needs a redo. we need hard bottom and at least oyster shell top. And to make matters more interesting the trees are overgrown. Some neighbors insist on cleaning their yards by throwing the trash and yard waste into the alley...not even into the dumpsters.

    2 large pieces of glass propped up against a fence. a car bumper. palm fronds placed into the alley right of way. garbage strewn. this is an ongoing issue as neighbors have cleaned it up previously only to have the mess continue.

    Rats are running along the power lines in back alley and now they are coming along fences between the homes on 1600 block of 20th avenue north, st. pete. many feral cats also.

    Avesta Apartments has been allowing abandoned furniture to be piled up at the dumpster sites. this furniture has been soaked and is just gross.

    storm drains immediately to the west of our property appear to be clogged with debris and therefore, floods easily during any rain storm. flood water was well up into my yard. please check. thank you.
