It looks like something has shifted under the pavement and this sewer main or water pipe has sunk down leaving a hole. There are also long cracks in the asphalt originating at the hole. Looks like this could spell more major issues if not checked out.

This intersection is widely known around here to be extremely unsafe. It is one block north of the bart station so there is a constant stream of pedestrian residents trying to cross it. The intersection also "feels" like it should have a protected crossing, so about half the time confused motorists do stop for pedestrians but the other half of the time they whip through at high speeds without slowing. Several other residents have filed this same complaint over the years and word on the street is that the city is refusing to add a protected crossing or stop (or even yield) sign simply so that the Oakland PD can get in and out of the neighborhood more quickly. The fact that there are now rumors surrounding this intersection is telling and it is becoming a symbol of the city's lack of concern for the safety and lives of the residents of this historically-neglected neighborhood, which already has strained relations with the police. If the city won't address this issue they at least owe the residents of West Oakland an explanation as to why.
