The traffic lights on Witchduck Road from Virginia Beach Blvd. to Greenwich Road are poorly timed, so that vehicles are backed up from Cleveland to Virginia Beach Blvd.
Even when the light is green at Virginia Beach Blvd for cars traveling south on Witchduck, the light at Cleveland remains red, so very few (if any) cars are able to cross the intersection. Since most drivers assume the line of cars will move, they end up blocking the intersection because the light at Cleveland doesn't change for several minutes, keeping vehicles stuck in a long line at that portion of Witchduck.
This is similar to the issues that Newtown Road had several years ago before the traffic light timing was changed.
