116ave EB 100st to 99st.

At 5pm exactly, the lights at these two intersections are terribly timed. For most of the afternoon up to about 4:55, they are in sync and they make sense. But from 4:55-5:15, as soon as EB traffic is given a green at 100st, the light at 99st reliably turns red. In that time window, the 99st light seems to be running opposite of what it should be. I have dozens of dashcam videos that show that it doesn't seem to be a random timing like I've been told in past. Within 5-10s of EB 100st light going green, the EB light at 99st goes red.
