Unfortunately, like all complaints on SeeClickFix, this will also take years to get done. Just make sure they don't "accidentally" close it (like they do with alley repair requests) hoping you don't notice.

3/15/2014 - Service Review: Richmond Sidewalk Mgmt Team noted that as of 2/28/2014 that the sidewalk is in good condition. We will cut a weep drain in the grass plot to get water to drain from the sidewalk - case file closed - rtt
The assessment that these sidewalks are in good condition is correct when the sun is shiining. However when it rains huge puddles form because the sidewalks slope down towards the houses. The suggestion that a drain in the grass would fix this is incorrect. The puddling is deepest on the house-side, not the street side. We need this fixed. Thank you.

This information about your concern for water pooling at the retaining wall mostly and not the grass plot side has been taken into consideration and Sidewalk Mgmt is double checking this location. According to Sidewalk Mgmt, when first inspected it appeared that lowering the dirt/grass section and installing a run off path would help to relieve the flooding on the panels soon after rainfall. Sidewalk Mgmt (20020933581) is making arrangements to double check this with another assessment

It has been a month, and the City can not figure out how to use a Ram Jack to hydraulically lift a piece of sidewalk so that it gently slopes the water into the storm drain on the curbside of a road...
The Romans figured it out, but that was before the Days of paying people to sit in a truck and text while listening to their IPods.
4/16/2014 - Richmond Sidewalk Mgmt Team (20020933581) noted this location has the weep drains already installed. Sidewalk Mgmt also noted 3328 Patterson has a half inch drain pipe installed in the grass plot by the homeowner for drainage. This pipe is now clogged. Pipe needs to be cleaned out by owner so water can drain from sidewalk - case file closed - rtt
