These people leave their dog out in their back yard in the cold of winter all day. The dog constantly barks, and whines. Is there anything I can do? I realize dogs are gonna bark, kids are gonna yell and shout when playing, but this goes beyond that. It is like the people don't want the dog inside with them. Why have a dog then? Do I call the cops? Animal control? Do I just talk to them? Help me please!
