It looks like you closed the issue 758033. Has it been reopened? Also, I called the Raleigh Zoning Enforcement and was told it is not something that they can enforce. So does that mean that if I or someone visiting me gets a "ticket" they should just ignore it? Does the HOA have the right to tow on city streets for cars not in violation of city ordinance? I think there is a jurisdictional issue here, since it is a city street and the HOA is putting notices for violations. I am unclear what legal recourse the HOA has against me or those visiting me who park legally on the street. Who can I complain to if not the zoning enforcement?

See Click Fix #758033 has been acknowledged by the City, but is not closed. The Zoning Enforcement Division has been working with the HOA in this neighborhood and will address the signs that posted, we will follow-up with them on tickets and towing that may be a police issue. The HOA does not have the right to issue tickets or to have vehicles towed, only the city and the Police do. If you have a ticket from the HOA, you do not need to pay it. They may cite stipulations in the restrictive covenants that say they can issue tickets and tow, but they can't. The streets are public property and the HOA has absolutely no authority where they are concerned. They can't have their cake and eat it too. HOA, you can't give streets to the city because you don't want the cost of upkeep and then enforce restrictive covenants on them. You can only enforce restrictive covenants on the private streets. The HOA can be charged with auto theft as can the towing company if they illegally tow someone's vehicle from a public street. The parking tickets are un-enforceable and should not be issued. Only tickets issued by the Police are enforceable on public roads and streets.

I'd like to thank the HOA for doing their best at keeping our neighborhood not looking like an inner-city ghetto and keeping our roads passable.
