You need to look a little further than just Leland and understand that most counties are cutting back on recycling because it's got no place to go. Most of our (United States) recycling materials were separated here, but then were shipped out of country to be processed, and guess where most of the materials went, China. There are smaller countries that are working the recycling issues, but some are being overwhelmed by the amounts. Countries like the Philippines are shipping containers back to the countries of origin (Canada and US). Recycling is not easy and IT does have to start with the individual to care enough to make it work, sorting it out and even dropping it off at the designated sites. "Do or Do not. There is no Try".
