The most effective way of getting graffiti removed from pay-and-display parking meters is to send an email to greenpcs@toronto.ca with both the street address nearest the meter, but more importantly the number on the identifier tag, which is a silver tag located here (see image): http://i1272.photobucket.com/albums/y387/seekaybee1/ParkingMeter_zps435cda0c.jpg

Thank you! I'm assuming this is why the issue was closed with no response about the issue. I would assume that 311 would forward the issue instead of making us do it again.

Actually 311 does forward these complaints. It's just that as soon as they have done so they consider the issue closed -- which in the case of complaints involving city departments and agencies means only that the complaint has been forwarded to the responsible party and is considered closed from the point of view of 311, who have no further involvement.

By reporting it directly to GreenP you cut out the middleman and may see the graffiti removed more quickly.
