One question: Is it up to me (as the incident reporter) to find contact information and communicate with the property manager? Weeks have passed, and I know this won't be resolved without some gentle nudging.

I don't think a down stop sign is something that should be closed until it is fixed. I understand it is not your problem to fix but the problem isn't solved and you (the city) might be the only one with the pull to help get it done. Can you reopen the issue and help us get it fixed. Closing the issue only makes it go away on this website. For those of us that live near the issue it is still very open. Please help.
