This isn't the first time this citizen has dumped his debris in the road blocking it. He repeatedly dumps all his debris in the road on the side of his property, if someone is walking or riding their bikes it difficult if there are two cars from both directions. He hinders the roadway for others and doesnt care as long as his front of his property is cleaned up.
