Since when does the plight of the homeless encampment preempts the rights and safety of the handicap? A person on the right is pushing another person on a wheelchair in the street into the path of motor vehicles because both sides of this residential Street is blocked by illegal encampments. Moreover the able person on the left is also having to walk into street. Does the general public has any rights anymore???
