Use the DOT work request form at the following link: http://dbw.scdot.org/workrequest/ In most cases they get it within 24 hours and since they have been working on 378 lately they can probably get out there quickly. If you want to try your luck by phone you can call the District office at 737-6660 and ask for a traffic engineer.
Too bad I don't have school aged children and live off of ginny lane. The light wasn't that bad before, but sometime around aug/sept they changed it. It's fine on the weekends (especially sunday - I bet that's due to the church). However, @6am during the week I shouldn't have to wait 6-7 minutes to turn left. That's almost HALF of my drive time. I've witnessed many people run the light (I don't blame them). If I wait more than 2 minutes (with light traffic) I turn right and make a u-turn.
Lexington is going to get a bad name for destroying the beauty and quietness since the area had less traffic lights, schools on hardly used roads of peacefulness and a quiet Ginny Lane without all those subdivisions and heaviest traffic in too many years to have really enjoyed it.
Northside Blvd is so much faster than Ginny Ln in the morning in my experience... whether going towards Lexington, down Corley Mill, or towards the interstate.
