The "No Turn On Red" is intended to keep impatient drivers from running over children that cross that intersection. Regardless of whether it is a school day, there is a public park, a water park and off season events that take place at the high school. It is a very busy intersection during all times of the day. The No Turn On Red sign is appropriate.
