I think that spending tax payer money on flower is a waste of money better put on the water treatment or public service. I pay high enough property tax that I don't care for some flower into a zone that no one care for. If your so interested into having flower there do a fund raising n buy the damn pot labor n flower n maintenance of it. don't go ask tax payor to pay for that.

A lot of cities have flowers along their streets, it adds beauty and give the community something to be proud of. But those cities also have people who are proud of their cities, they don't use the streets as dumping places for their discarded needles and other garbage, they keep their yards clean and homes in good condition. Civic pride is their even with the poorest families. Then there are places like PA, Even the most affluent families don't bother to put their litter into a garbage can, they just drop it wherever it falls. Dirty diapers litter the streets, drunks sleep in the parks and if you waste money planting a flower bed it will just be used as a urinal. There is no pride and without pride there will never be anything to be proud of.
