Rather than ban U-turns altogether, try putting in an arrow for people to turn around or put in a turn lane back where the shortcut is to Sellers Ave. Many people use that way to take the shortcut since they live in Leedom and that way is much easier than dealing with the traffic on Chester Pike. Some sort of new construction is being built in that lot (finally, it's such an eyesore!!!!) so this problem is only going to get worse unless they make access to that road easier via a turning lane and a left turn arrow.
