An accident occurred at the intersection in September 2007. We need to know more about this "evaluation"; Providence has a history of altering Rhode Island's traffic devices statute to its advantage, altering at the conforming clause. See Hudson v Providence; compare with §31-13-3 Devices on local highways; the second half of the statute, by law obligating the city to “conform to the regulations and specifications established by the state traffic commission in accordance with this chapter” is willfully neglected. Precedent and law online.
The entire neighborhood suffers from bizarre devices, i.e., speed tables WITH high speed limits; extended sidewalks that encourage head-on collisions; ROAD NARROWS signs installed (not overgrown) behind trees.

To rephrase: installing speed tables, humps and bumps means Providence is trying to lower the speed in this area. But, it never did lower the speed limit of 25mph. 25mph is too fast for the neighborhood. Lower the speed limit to 15mph and we won't need the speed tables.
Speed tables are bizarre traffic control devices because they are, finally, absurd and unpopular. Living with speed tables is a stressful experience; none of us can leave or return to our homes without suffering at least one of them.

By "rico" I meant RICO, racketeer influenced corrupt organization, the convictions of the administration that installed the crazy traffic design in Elmwood, Providence. There is talk of installing speed bumps on Atwells Avenue, after two automobile/pedestrian injuries. What is the speed limit on Atwells Ave.?

ugh! Erase all those postings! The worst part is, it's supposed to say, HATE. I live in Elmwood and those speed bumps are a menace!! Sometimes you can't see them at night or if it snowed.

All of Rhode Island's traffic safety is threatened by the precedent set by Hudson v Providence. That case altered, illegally,§31-13-3 Devices on local highways; the second half of the statute has been willfully, wrongfully neglected to the detrement of traffic safety and design.
The ROAD NARROWS signs are evidence of routine mischief, failure at best, of competent traffic design.
All that was needed was lowering the neighborhoods speed limit to 15mph.

This intersection was reevaluated on 11-24-2010 and it did not meet any warrants to establish a 4-Way Stop Control as outlined in the MUTCD ( Manual on Uniform Traffic Control Devices ).
