The speed limit on that road is also 55 so technically if the person in the left lane is going 55 you shouldn't be trying to pass them anyway. Just putting it out there since that road is wrought with speeding and the tickets written could probably fund the whole Avondale State Police barracks.
And furthermore that law does not give people the right to ride the tails of people in the left lane either. I can't tell you how many times I've been in that lane and HAVE BEEN passing a car or a line of several cars in the right lane only to have someone come up and ride my rear end because I'm not going fast enough for them. Just because you want to pass me does not mean I need to move out of your way if I'm already passing someone else. You need to wait and when I'm done passing I'll move over, just like I'm supposed to.
You are permitted to drive in the left lane so long as you are moving faster than the flow of traffic in the right lane or if you are moving left to allow merging traffic to the right. Once in the left lane you are allowed to stay there for up to 2 miles without passing or moving over which on this road is roughly the distance between 2 exits.
You do not have to be moving as fast as the fastest car in the left lane, only faster than the traffic on the right.
The typical time and place I see this happen is when a car is going between 60-65 and moves left to allow traffic to merge. The merging traffic then matches the speed of the car on the left or hovers in a spot where it would be dangerous to move back. Since people who drive here often know that the police also often hover near the exits and overpasses they don't want to speed up much past 65 to overtake the car they were trying to let merge. By then they already have someone who wants to go 70+ up their rear end so they can't reasonably slow down either. This results in a slow overtake which makes the 70+ people antsy. But like I said, you get 2 miles so if you move over at say Avondale by law you have until the Toughkenamon exit to get back to the right.
It's common condideration for others more so...besides the law. Therefore, to maintain a safe speed and route on this highly traveled highway, people need to continue to be aware of others around them and get out of the way. There are some cases too that there may be an emergency as Jennersville Regional Hospital does sit close to the Rt. 796 exit. Again, common sense, simple laws.....not much to ask.
I have lived in many other states and have not seen it this bad anywhere else. People just drive in the left lane and dont pass! People..... get in the right lane!
I am still amazed I can drive from Baltimore Pike/Route 1 from Riddle Hospital all the way to the Oxford exits. I recently had driven the right lane passing cars hoarding the right all the way to the Chester County line/Longwood Bypass-Route 1 and it's amazing how many people do not pay attention about their surroundings....Wake up people and be alert, have consideration for others and get OUT OF THE LEFT LANE. I can't "close" this issue - people need to still be reminded HOW TO DRIVE....and I'm on the road alot.
