Description
Two different school buses stop here every morning and afternoon. There was already one accident last year in which someone's car, who HAD stopped for the bus, was rear-ended by an oblivious driver who was speeding. Said car ended up in my front yard. We are between 2 hills, so people heading North on 32, at 50+mph, cannot see someone stopped, and people heading South on 32, at 40+mph, also cannot see someone stopped. And someone, namely a school bus, IS stopped AT LEAST 4 times a day. With children disembarking. And having to CROSS Route 32 at this dangerous spot. I have a 5 year old whose bus stop is here. Other children are older, BUT THEY'RE NOT FAST ENOUGH TO BEAT A CAR! The speed limit from the Frog Bridge all the way down to Apollo Pizza needs to be changed. There is NO rationale for having a 40mph speed limit IN TOWN next to the ball fields, a school, etc. If the speed limit is 40mph then the drivers are driving 60+. And the speed limit changes to 50mph at the bottom of the hill by Landon Tires. Change the speed limit, please, to 25 or 30mph and ENFORCE it. None of our children has been hit yet, let's make sure they aren't. This is an accident waiting to happen, again. Let's make sure our kids don't have to dodge cars! This is a residential street here, please slow down the traffic.

What a joke this town is when it comes to enforcing the safety of our roads! I have a few near misses with people trying to cross these residential streets not to mention I have had 3 slam on the brakes- squealing tire stops just in the last year at various stop signs driving in town because many people refuse to stop at them!!! I am tired of paying so much in taxes only to have my families safety being compromised!! If you report it to the police they say they will look into it and nothing gets done!!! Im considering starting a fundraiser to buy speed bumps for the residential streets in town to slow these drivers down! While the speed limit might say 25 or 30 they are easily doing 65 as they are a blur when I take out my cell phone to video tape it. Its absolutely ridiculous and I urge more taxpayers to demand that the speed limits are enforced better in this town! I'm tired of watching people run for thier lives across these residential neighborhood streets!! And don't even get me started on the noise ordinance enforcement because they could raise plenty of money for extra enforcement if tickets were being handed out like they should be. When I can hear your car stereo or your car 15 minutes before I see it thats a problem!! It's called quality of life and we are entitled to it!! It is by no means racial profiling either by giving a ticket for breaking a ordinance or law. It's quite simple if your breaking the law then you have a consequence. If you don't want a ticket then turn down your music and slow down your vehicles it is as simple as that!! Now I urge other taxpayers to tell the town the same thing and let them know enough is enough we want our ordinances and laws enforced and our quality of life back! We should not be woken up at night by loud vehicles racing up and down our streets with loud music and exhausts. I for one am so fed up and plan to go to every elected official until something is done!

Response of the Connecticut DOT to the complaint:
Subject: School Bus Stop Ahead sign
Route 32 (Windham Road) at Abbe Street
Town of Windham
The Department of Transportation’s (Department) Division of Traffic Engineering has reviewed your request for a School Bus Stop Ahead sign in advance of the subject intersection in the Town of Windham.
Route 32 in the vicinity of Abbe Street:
Travels in a north/south direction.
· The posted speed limit is 40 mph in the northbound direction and 50 mph in the southbound direction with a prevailing speed of 49 mph in the northbound and southbound directions.
· There is adequate stopping sight distance to a school bus for both northbound and southbound traffic based on Federal guidelines.
Based on the above, a School Bus Stop Ahead sign is not warranted at the subject intersection at this time.
Should you wish to discuss this further with the investigating traffic engineer, please contact Mr. Jonathan J. Corilla at (860) 594-2755 or via e-mail to Jonathan.Corilla@ct.gov.
