If the lid is missing, try looking down inside on the basin floor. It could have been taken off of the top,and slipped in the front of the storm drain to make it look like the cover was taken.

If the cover is missing, it could have been taken off and slipped in the front of the drain which means it would be laying on the floor of the basin.
