The Memphis 311 See Click Fix is only to report violations that are within the Memphis city limits & for those properties that pay Memphis city property taxes.
For those outside of the actual Memphis city limits , they need to call Shelby county code enforcement at 222-2300

See photo . Assessors’s link says u live in the unincorporated part of the county. If u only pay Shelby county property taxes then , u r not within the Memphis city limits. If u pay city of Memphis taxes too & Shelby county property taxes then u would be in the city of Memphis.

Goes by ones actual physical address. Anyone can look it up on the Shelby county assessors’s link to see if within the city or not
