Description
Traffic may be coming east and west to the intersection, but only if a vehicle is already stopped at the intersection does the light turn green GOING THAT WAY ONLY. The other direction does not turn green until after a vehicle pulls up to the intersection. The light turns green FOR ONE DIRECTION ONLY, unless a vehicle is already present from the other direction also. A vehicle approaching the light would normally expect it to turn green for east and west at the same time as it did in the past, and as it does at other intersections normally. Vehicles already at the light when it changes, don't know the opposite direction is still red, and they wait for approaching traffic as if they had a green also, but they don't.(until after they get to the intersection).
This is a case of confusing programming for the traffic lights and should be corrected soon. Thank you.
p.s. same problem was observed and reported 2 months ago via phone to mayors action line for the east/west bound at mingo and pine street lights. i.e. the lights for west bound traffic remained red through 1 or 2 cycles while east bound traffic got a green.

when , for example, traffic (intending to turn left/north) east bound has a green light and is moving through the intersection or coming up on the intersection, and they see a vehicle coming west bound to the intersection, THEY THINK the traffic west bound has a GREEN LIGHT, BUT IT DOESN"T !!!! THAT is a problem. (they stop and hold up traffic because of the bad programming.

If this occurs a few more times the next few days and the previous "GREEN IN ONLY ONE DIRECTION OUT OF FOUR WHEN 2 IS EXPECTED " doesn't occur then I will happily report back.....
Thank you for your time.
