Not sure if this is the appropriate vehicle, but may be you can send to the right one.

There is an annoying humming from the BCTV building all day and evening. It sounds like their air conditioning unit. It runs non-stop all evening, except for a few min here and there. With windows open, it is load enough to force you to turn up the volume on your tv to hear it.
