The guy is a Puerto Rican named Victor (white hair and ponytail)and he owns the Roebling Pub. Basically he bar hops all day and ends up at the M&M in the evening where he buys the illegaL non-english speaking 20 something girls working there $10 drinks. He is also a fence for the local thieves and whatever they can steal and paying them with booze sometimes. He drives drunk everyday and will kill someone soon.
