Yes, there is a turning lane, but no signal. There are times when only 1 or 2 vehicles are able to turn during each cycle.

No folks, if you are going Eastbound on business 30 and want to turn left onto 322 toward the bypass and Honey Brook THERE IS NO TURN LANE! I know exactly what C means and I hate that people turn there, it backs up because there are two lanes to contend with and not just one. I have often remarked that it should be illegal to turn left there, I always turn at the light just before and get on 322 from Pennsylvania.
