Please send that pic to Alemeda county, Govonor Jerry Brown and Mayor as well as the evioremnt agencies and local news organizations. A lot of these RV parked in the streets continue dumping their waste into storm drains that go rite into the bay. This is having a devestating effecting our are local marine envoriment as well as polluting the bay. something has to be done and it seems like the city not addressing the issue.

Thanks. I did all of that. I also had a police officer come out and talk to them. They even had their hose out when the officer arrived. He managed to move them along, but the damage is already done. I called Lynette Gibson McElhaney office and spoke with her assistant. She said that they are implementing a program to pump out the RVs. I suppose this is good. They're also opening up a lot for RV's to park at in January. At that point they will get more stringent on parking enforcement. Currently, they have a policy not to tow any RV's that people are living in. (At least that was what I was told by the officer.)

The City of Oakland addressed this issue on 11/30/2018, service request #855973.

At the 11/15/18 West Oakland Neighbors meeting (at Willie Keyes Rec Center), Joe DeVries, Assistant to the City Administrator, stated that with the recent passage of AB 3139 which will enable Oakland to lease vacant Caltrans parcels for $1/mo, as well as recent Council allocation of new funds, for 2019 the City is targeting 2 parcels immediately north of Granite Expo where the Mandela Pkwy-facing one (on the east) will become a "community cabins" site (aka Tuff Shed site) of roughly 60 cabins; the Beach St-facing one (on the west) would become an RV parking site. Both of these would have on-site management, social services access, facilities, etc. and would be temporary sites with the intent of moving people from the community cabins to a range of outcomes including permanent housing, programs, reunification with families, etc. He cited a current success rate of such transitions for people within the City's 3 existing community cabins sites (6th/Castro, 27th/Northgate, and Henry J Kaiser Center) of about 66%. The community cabins site would be targeted at the existing 35th & Peralta encampment, the existing encampment behind Home Depot (W MacArthur between Emery & Hollis, and existing small nearby encampments including 28th & Ettie Streets. Street encampments where a majority of occupants accept and move into the community cabins site would be permanently closed and become no-camp locations. With existing CC sites, this has occurred first with street encampments immediately adjacent, and then gradually further away (within a few blocks' radius). For an RV parking site, there is no City precedent yet, but it is likely to follow the "radius" principle. It appears that these two programs will be the most likely and best ways that the no-close (for street encampments) and no-tow (for RVs) policies could be ended in this area, any time soon. Please be aware of these proposals/programs and keep up input/pressure to deliver.
