Description

Trash (from this nasty IV drug user apt building with sewage backup has been over flowing from 10/15/18 when it was not picked up. Suspect original cans maybe over weight due having sewage sludge in them. Neighbors caught the super dumping the sludge into the tended lot next door and alerted the owner. They have yet to remove that and then the can issue has been growing ever since. Trash has been blowing all over everyone else's property for a week now.
