I’ve seen someone come by and seemingly unblock and clear out this basin, yet every time it rains, this is what happens. It must be clogged because even though it’s clear of visible debris, this happens every time. It also happens once we have a bad snow and that snow melts or freezes over. It makes it so no one can park along the street, and since I’m in a corner house, I don’t have a driveway, so the street is necessary.
