The problem person is a stocky bald guy wearing found clothes associated with nuisance property 408 Hichborn. He is responsible for most of the trash in the neighborhood and all the shopping carts. Has been going on for at least the one and a half years I have lived here.

This person seems to be camping out in the bushes north of Farragut between Mare Island way and Wilson ct.. We need this person permanently out of the neighborhood if we are serious about improvement and blight

Please remove this bum ASAP. He is creating a garbage problem in the area therefore creating blight and attracting rodents.
Does this vagrant have any outstanding warrants?
Is he a convicted sex offender?
Where is he from?
Why is he here?
These are questions that need to be asked.
Look I too 408 Hichborn as well, do a welfare check on the property and the people living there. There has been many disturbances at Themis property in the past, time to check on quality of life and well being.
