Hello Chris,

I noticed that a drinking fountain in Bickford Park was locked in the "ON" position and spewing water in a constant stream at a rate of about 2-4 litres per minute. I called 311 and was told that I had to "talk to the Park Superintendent" by Jason. I thought that 311 was for reporting all city issues. Why are we treating this issue (which has left a large area saturated and is wasting huge amounts of money) differently from other city issues. Why would 311 not be able to pass such issues (along with missing or broken park property) to the proper area?
