Description

Man with sign stating he's "TRYING", panhandling at this interstate exit. Creates dangerous traffic situation and doesn't give a great impression of this city that is trying to create a new image.

I also think it's possible this man and possibly others are squatting in the trees next to the exit. Isn't this, and panhandling, illegal? What does it take to get the police to do something about this? It gives a very bad 1st impression of the city, and is scary even to me as a resident.
