Many issues with this location such as intersection visibility, lack of pedestrian walkway, and inefficient signal timing.
Signal visibility is very poor at this intersection, this street has a horizontal curve with construction happening on the south side, and tree obscuring visibility. Consider "Signal Ahead" signs and adding nearside signal head to catch drivers attention earlier.
Another issue the the lack of pedestrian sidewalk, there should be a temporary sidewalk. The road should've been re-striped to have 1 lane, 1 bike lane, and a pedestrian walkway on the south side. With the hatched area, there will be enough space. In narrowing the road you can slow down vehicles around this curve AND by shifting cars to the north, you can increase the horizontal sight line visibility for the traffic signal. right now cars are travelling too fast around this curve and barely see the signal is red!! Pedestrians walking along the south side are mixing with bicycles and vehicles. It is unreasonable to think that they would detour to the north side since it is a substantially longer distance. Please see this is addressed before a pedestrian gets caught walking on this street.
Lastly - since there's no local access to Valdez Street at this intersection, signal phasing is inefficient there should be no recall on the south leg and 27th Street should be running freely.
