Why doesn't the City of Oakland designate certain property, under freeways or elsewhere, as homeless encampment sites and provide portable outhouses and water there? It would be more pleasant for the homeless than those horrible shelters from which they are evicted in the very early morning when they should most likely be sleeping. (People without jobs should not be forced to get up early, and people with insomnia or mental health issues especially need their sleep. Most homeless likely have insomnia or other issues.) Showers and laundry facilities could be located nearby, as could some kind of food source. Shelters cannot accommodate all of the homeless, and something needs to be done other than chasing them from one location to another. Current "policy" is inhumane and thoughtless.
