I've noticed that too. It's very weird.

I've seen the guy casually cross the street to dump his litter box in the little patch of dirt that serves as an annex to the city dump (apparently). Same guy that blasts his music out of his apartment for the whole street to hear every single day.

There is a patch of dirt on the side of the building that is sort of cut into the sidewalk. That is where the cat litter (And dog poop) is collecting. The address you mentioned is not correct. I have attached a photo of the building and the patch of dirt to this comment (in the picture there is some greenery in the patch of dirt). The building is at the corner of 24th and Valley Streets.
