There are times on the sign I believe. Although it doesn't seem to be enforced anyway - even the weekly garbage truck drives the wrong way EVERY SINGLE WEEK. Two-way traffic is certainly unsafe when the kids are at the bus stop, the bus is coming southbound, and other vehicles (some very large) are trying to go northbound.
