Q. Please describe the problem:
A. The alleyway on the south side of 38th between Bloomington Ave & 16th Ave S does not drain properly at the sidewalk during winter and spring. This causes a large puddle to form and makes the sidewalk impassible, forcing pedestrians into the street.
