(Rashad Cave) Sec. 10-363(c)(3) of the Houston Code of Ordinances requires a handrail around all decks that are more than 30 inches above grade, and unit #43 in this complex has a second story balcony that has no railing. The HOA has sent a number of letters to the homeowner, but to date the homeowner simply refuses to add a railing. She apparently understands the legal obligation and the danger, but simply says NO, I am not going to do that. This is a gated community at the NWC of Gessner and Briar Forest.
