Not sure his contact info but Chris Jefferson is the person with the City who does signal timings specifically with the traffic control center. A traffic study was conducted for the intersection of Cabarrus Street and McDowell Street in spring of 2017. Based on guidelines developed by the Federal Highway Administration and adopted by NCDOT the signal did not meet the warrants to add a protected left-turn phase for the eastbound approach of Cabarrus Street. Crash history indicates that there were no crashes within the most recent 12 month study period that a protected left turn may have addressed. Also, recent turning movement counts indicate that McDowell has at least 15 times more cars on it when compared to the side street. The morning timing plan was found to have a “fair” amount of time for vehicles attempting to turn left onto McDowell (25 seconds of green time within a 90 second cycle). Based on this information, the addition of a protected left-turn signal is not recommended for this intersection at this time.
