So I just spoke to Houston Spine & Rehabilitation Center and the issue sits within the City of Houston Permitting office. This site should have been up and running a year ago. They are completely frustrated with COH Permitting office and are hounding them constantly because its costing them money. Obviously once they get their permits settled out, construction will continue and they will complete the sidewalk'/Right-of-Ways. Thanks for your time and efforts..
