Q. Please describe the issue
A. The catch basin in front of 164 Meadow has a tarp blocking the rain from escaping through the grate. The tarp was removed last fall from 159 Meadow last fall. I think ours was forgotten. Even with light rain, the grate fills up and all the water passes by and drains to Elizabeth. If we were to get heavy rain or a hurricane type storm, half of Meadow Street will be under water and Elizabeth Street will be impassable. It now smells methane from the decomposing vegetation inside. Not a pleasant odor.
