Yes the cycle is 2 feet away in the street near the curb BUT it has not physically moved ever (for at least 4-5 weeks). To "mask" the fact that it's non-serviceable the "owner" covers the bike with a waterproof tarp so that parking enforcement cannot further ticked/tow away the cycle for non compliant registration tags, abandonment, public eye sore & for being non operable..
One person's "eyesore" is another person's main form of transportation. Though motorcycling in the rain is a little more dangerous and unpleasant, so no surprise it hasn't been used much for the past few rainy months.
I say give the owner a break. It is parked neatly and not blocking access to anything. The tarp protects it from the elements. Maybe cut the owner some slack on this.

How can you consider a vehicle transportation when its never moved???? I refuse to give "YOU" or anyone else a " 4 Month Break" when their motorcycle hasn't run/ moved for over 4 months. And its in front of where I stay????? Plus why didn't the owner have the consideration of parking his motorcycle in front of his own apartment where he lives. I know where he lives and can recognize him. With the bike not moving for at least 4 month he had plenty of opportunities. Why don't you volunteer your parking for this "eyesore" since inoperable vehicles in your neighborhood appears FINE to you.
