Description

Residents of this building leave their trash barrels on the sidewalk all of the time. Children are allowed to play next to them and I recently saw the carcass of a small dead animal on the sidewalk alongside. I have tried moving their barrels into their yard and they move them back! I have to walk by this every day, often having to step into the street
